These are .BMP files just drop into a folder in the Defcon folder called mods, then a folder titled for each mod like big bomb, nuke bomb, etc.. for each mod, then a folder titled data, then a folder titled graphics, this is where the mod exists, traditionally with another mod image titled "nuke_blur" but it is not needed or can be a shared image of another nuke blur image. Only appears when you place your cursor over it in flight.
If you want a screen preview in the games mod menu put a copy of the image of the mod in the first folder titled "screenshot". So Defcon --> Mods --> folder with the "name" of nuke Mod --> a duplicate image of mod titled "screenshot" and a folder titled Data --> Graphics, with the Mod titled "nuke" inside often with another image titled "nuke_blur".
