Upload the "update" that enables the mod menu.

If you own the "original" Defcon game you need to update to the latest version. Not sure how that will work in the future. If the server or connection method ever changes for the online, even offline need to update from the original version.
Pretty sure I would have that update file unless it was automatic. It was on the old introversion defcon website and I don't recall exactly how the game updated. I think I ran into an issue running update from the games menu and had to go online to the website to download it again.
