I discovered that if the sailable image is slightly left of the territories the ships will cross land on the right side of the map territories and this was also why I couldn't put radar on the right side of territories and also units outside the boundary on the left side.

The Sailable image limits places ships can go and is also the actual land map for placing units on the map.  So you can make it larger than the map people see so ships will not cross land but then units will be able to be placed outside the territory boundary you intended.

This is the fixed map after moving sailable over to the left some.

This is the sailable image (its a black map image with white water) and is under the territory image with a 50% opacity change to the territory to see through it and find this problem.

This shows the first and second fix I tried by first smudging the territory image and that didn't do anything but smudge it (the extra red part out in the ocean), and then I found that sailable was mismatched and so I smudged it as much as the territory smudge.  So by changing sailable and making it larger/smudged I was able to put my unit way outside the boundary.

That means the territory image is used to select territory at the start, shows territory during gameplay if you select show territory on the lower gui toolbar, and its used to limit the placement of units on land, but now I know with a larger sailable image you can place units at sea.  I can say that with 100% certainty as you can see in the next image, I place a radar unit outside the borders of the territory image with only the sailable image being smudged this time.  I changed the smudged territory back to normal before checking this.  Couldn't place directly on the border of land and sea but then anything beyond that (on the smudged sailable) was ok.  See that next image.

So if you are seeing that units are outside the borders of the map you made, and if you see ships crossing land, it is because you need to adjust, (expand or shrink) the boundaries of your sailable image.  So it's the limiting factor of the black land for unit placement and the white water area is for creating a coastline for ships.  I always thought it was just for the ships travel boundaries but now I know it is also for unit placement, sort of.

I have seen ships cross sailable like it wasn't there, not just the outside of a fleet, entire fleets going from where the smudge is across Florida to New York so if something like that happens it is some other issue.  So that should hopefully explain what the sailable image does in Defcon.  It is located in the earth folder.

To be complete.  The coastline image is not needed and I don't now know what it even does.  Is it functional or graphical?  I wasn't able to see it made any graphical change.  The coastlines dot dat document is only graphical, and so aside from the territories and the travel node image; that is all that is in the earth folder to potentially influence or limit unit placements.
